If you have been using the Visual Studio Authoring Extensions (VSAE) for SCOM, the last situation was that the VSAE were supported up to Visual Studio 2017. Now since a few days there is a new download link where we can see that Visual Studio 2019 is now also supported with the new version of the VSAE for SCOM.

So now we can use any version of VS to author Management Packs.
